Put the water, flour and milk in a medium-sized, thick-bottomed saucepan, and stir with a hand-held mixer until the milk dissolves.  Raise the saucepan over medium heat and stir with a wooden spoon until it boils and becomes thick.  Add the cream and stir well until it is completely mixed with the milk, and add the blossom water.  Pour the cream into a serving dish and leave it to cool.
